Description

Who can apply?

Agencies participating in the Shared Outcomes Older Adults, Mental Health, Disabilities, and Basic Needs Cohorts who contribute data as outlined in the outcome framework definitions (i.e., demographics, common measures, outputs, and outcomes) are eligible to apply. Report forms for prior subsidy awards must be received by their stated deadline in order to be eligible for additional funding.


Purpose - How may the subsidies be used?

The purpose of the subsidy is to build or enhance an organization’s capacity for programmatic outcome evaluation.  Subsidies may be used for the following three purposes related to outcome evaluation: 1) training and professional development, 2) initial purchase of software or other technological resources, or 3) initial evaluation data collection costs.


Training and Professional Development: Subsidies may be used for training and professional development for existing staff related to outcome evaluation. Funds may be used for external trainer or speaker fees, course or conference registration fees, as well as related transportation, meals, and hotel expenses. Funds may not be used for staff salaries or time spent in training. Topics may include but are not limited to:


  • Program evaluation
  • Survey design
  • Research methods
  • Data analysis (e.g. Excel, R, Python, SPSS, SAS)
  • Database design, development, and implementation
  • Data collection
  • Quality improvement process (e.g. Six Sigma, Lean, Plan-Do-Study-Act)
  • Data visualization (e.g. Tableau, Excel)

Software and Technology: Subsidies may be used for the initial purchase of software or other technological resources that will enhance or expand current outcome evaluation capacity (e.g., new software, additional user licenses, survey account upgrades, laptops or tablets for data collection, consultant fees). Subsidies may not be used for current or ongoing costs associated with software and technology.


Evaluation Data Collection Costs: Subsidies may be used to support other initial outcome evaluation data collection costs such as postage for mailings, translation of assessment tools, incentives for focus group participation, or other costs (not including staff salaries). Subsidies may not be used for current or ongoing outcome evaluation data collection costs.


What is the amount of the subsidy?

A total of $47,000 is available in the subsidy fund for FY25. Agencies may apply for up to $8,000 total. The cap may be adjusted midyear as funds are available. There is no minimum amount for applications at any time. Agencies may submit more than one application and may receive more than one subsidy, which can be used for multiple staff and opportunities within the designated timeframe. Agencies may also collaborate to apply for joint capacity building opportunities. Applications will be considered on a rolling basis in the order in which they are received. Eligible applications will be funded in full or in part until the total subsidy fund has been awarded for the fiscal year.


When does the subsidy need to be used?

Applications may be submitted on an ongoing basis throughout the fiscal year starting on July 1, 2024 for opportunities that end and are paid in full by June 30, 2025. Once the subsidy fund has been fully awarded for FY25, applications will no longer be accepted.


What are the reporting requirements?

Subsidy recipients will submit a brief summary of the product, training, professional development experience, or outcome evaluation data collection costs to the JUF Associate Vice President of Evaluation and Quality Improvement within four weeks of the purchase or training (see Reporting Form). Recipients may also be asked to present or share lessons learned to the Shared Outcomes Learning Community or in another group setting.
